  Medicaid Service Coordination (MSC)


MSC is a Medicaid service provided by FAC through the Office of Mental Retardation and Developmental Disabilities (OMRDD) which assist persons with developmental disabilities and mental retardation in gaining access to necessary services and supports appropriate to the needs of the individual with disabilities.

MSC is provided by our qualified service coordinators who use a person centered planning process in developing, implementing, and maintaining an Individualized Service Plan (ISP) with and for a person with developmental disabilities or mental retardation. MSC promotes the concepts of choice, individualized services and supports, and consumer satisfaction.

MSC service coordinators must meet all of the following minimum educational, experiential and training requirements:                        

  •  Associates degree in a health or human service field, or an RN
  • One year experience as a service coordinator with any population
  • Attendance at an OMRDD-approved Core service coordination training program within three months of assuming MSC responsibilities, unless the person can produce a certificate verifying past attendance at a Core training.

There is enhanced training for service coordinators and supervisors as well. In addition to Core training, service coordinators are required to attend 15 hours of professional development training each year. Staff who directly supervise service coordinators are also required to complete core training plus 15 hours of professional development annually.

Service coordinator meet with individuals at least one time per month to provide a variety of services. Service Coordination activities are based on the individuals valued outcomes and goals and uses a "person centered" approach. The focus is on the individuals wants and needs with a vision of a desirable future. This approach aims to build on an individual's abilities and skills, rather than concentrate on limitation.

The service coordinator develops, implements, and maintains an Individualized Service Plan (ISP) which is a written personal plan. The plan summarizes the help an individual desires or currently receives, to achieve his/her aspirations in life. An individual can select the service coordination agency of his/her choice. There are several agencies in each county authorized by OMRDD to provide service coordination. An individual can change service coordination agencies at any time and can also withdraw from service coordination if this service is no longer needed. Both of these are done through the assistance of the CNY Developmental Service Office. (CNY DSO)
